Future-proofing Dublin’s Skies

After months of exploring and identifying the potential of drone technologies for local government, Tuesday 15th June marked a milestone for the future-proofing of Dublin’s skies. Taking place in Wood Quay Venue, the Dublin City Council’s (DCC) Smart Dublin team, in collaboration with the Irish Aviation Authority (IAA), the Local Government Management Association (LGMA), and Maynooth University, formally launched the International Best and Emerging Practice Report which details the numerous opportunities stemming from increased usage of drones in the city.

With contributions from the Minister of State for Public Procurement and eGovernment Ossian Smyth TD, Owen Keegan (Chief Executive of DCC), Jamie Cudden (Smart City Lead in DCC), Kathy Quinn (Deputy Chief Executive Officer of DCC), Veronika Sesoko (Smart City Engineer in DCC), Dr Ciaran Seoighe (Science Foundation Ireland), Tim McCarthy (Maynooth’s leading Geographical Information Science researcher), Alan Hicks (CTO of Manna Drone Delivery), and Philip Butterworth Hayes (international drone expert), the event kicked off with a series of engaging presentations followed by a live drone demonstration for both attendees and members of the public.

International Best and Emerging Practice Report

As cities grow in size, population, and complexity, new technologies are required to ensure effective city management while maximising the quality of life for all citizens. Drones are increasingly being recognised as vehicles through which this can be achieved, with civil defence, emergency response units, and environmental monitoring applications increasingly advocating for the use of drone technology in the city.

Dublin City Council’s most recent report further underpins these sentiments, stressing the value drone technology adds to public safety (e.g. flood risk maps), health and environment (e.g. rapid delivery of defibrillators), transport (e.g. postal and package deliveries), and planning and development (e.g. risk-free site inspections).

Co-funded by the Public Service Innovation Fund, the report stems from DCC’s ‘Accelerating the Potential of Drones for Local Government’ project. With support and input from local authorities, leading drone experts, academics, and industry, the project investigated the emerging trends and opportunities for drone applications in the public sector. Importantly, one of the project’s core workstreams focused on establishing trust, compliance, and clear safety regulations for the use of drones in both the public and private sector.

As part of this workstream, the project’s steering group developed and circulated a national omnibus survey to capture citizens’ opinions, hopes and concerns relating to the roll out of drone technology across local authorities. With over 900 participants, the survey results were overwhelmingly positive. Some 97% of respondents felt positive about the potential use of drone technology for emergency response services and a further 84% felt optimistic about the use of drones in a more general sense. Respondents equally identified challenges relating to the roll out of drones in our towns and cities, most notably privacy concerns. With such a successful response rate from citizens, the results from this national survey comprised a central component of DCC’s final report and will continue to inform future drone policy across the public sector.

About Smart Docklands

Smart Docklands is a smart city testbed in the heart of Dublin’s Docklands. Established in 2018, the programme is funded by Dublin City Council and Science Foundation Ireland Research Centre CONNECT, through the ENABLE Research Programme in Trinity College Dublin.

Smart Docklands plays the role of ‘honest broker’ role between government, industry, universities, and citizens of Dublin. We facilitate the trialling of smart city technologies by identifying real challenges in the city and working with diverse stakeholders to come up with impactful solutions that benefit local and national governments, research institutions, industry, and, most importantly, citizens.

What we’re looking for:

The Smart Docklands Project Manager will:

  • take ownership of select projects, innovation trials, and research streams
  • support the development and implementation of Smart Dockland’s engagement strategy in line with the expansion of the Academy of the Near Future (Smart Dockland’s smart cities education programme)
  • facilitate and participate in research with academic partners in Enable and CONNECT
  • collaborate with innovation partners like Grand Canal Innovation District, other smart districts, and additional Docklands stakeholders

The ideal candidate will have previous experience in coordinating and leading projects in the innovation space, as well as managing and aligning expectations between multiple stakeholder groups. A knowledge of Smart City technologies and current issues / opportunities relating to these technologies are important. This role also involves managing a diverse range of collaborative projects with partner companies ranging from citizen science projects, the development of an innovation tour of Dublin’s Docklands, and supporting the delivery of the next phase of the Smart Docklands initiative.

The ideal candidate would:

  • Have at least 3 years of relevant working experience
  • Have experience with applying innovation or IoT/Smart City technologies in a research and/or operational setting
  • Have excellent time management and prioritisation skills in a fast moving landscape that has multiple stakeholder interests and cross-matrix requirements
  • Be able to identify, develop and deliver new innovation partnerships
  • Be comfortable in cultivating multiple relationships, but also be able to work independently and autonomously
  • Be able to identify, develop and deliver new funding opportunities with experience in grant/bid writing
  • Have an eye for detail, but also have the ability to take a step back and ‘look at the big picture’
  • Have excellent communication and presentation skills – both written and verbal
  • Have excellent administrative IT skills including competencies in MS Excel, Word, Access, PowerPoint, Outlook and Google Business Suite
